Confirm the source and direction of stretch, then review recovery, seams and garment shape on an identified sample.
Ask what produces the stretch
Mechanical extension from structure and extension involving elastic fibres are different possibilities. Ask the supplier to describe the proposed cloth and declared composition. Neither a photograph nor the word “stretch” confirms a numerical extension.
Record direction explicitly
Warp, weft and two-direction extension may matter differently to your pattern. Mark the fabric direction on trial pieces and state the direction needed in the brief. Keep sample orientation with measurements so results from different directions are not confused.
Review recovery as well as extension
The amount a cloth stretches in one pull does not describe its appearance after the load is removed. Agree the loading, waiting time and review method. Record observations after activity and rest without translating them into an invented laboratory result.
Test the construction at loaded areas
For trousers, assess knees, seat, waist and stressed seams. Use the proposed lining and garment ease. Check whether a seam restricts the movement you intend, and review the appearance after the same activity on each candidate sample.
Include heat and care in the trial
Pressing, interlining and the intended care process form part of the garment system. Have the garment technical team trial the proposed process on sample material. Retain actual conditions and observations with the fabric version.
Discuss supply before planning production
Ask Fred whether a suitable stretch flannel reference can be supplied or developed for the enquiry. State mandatory composition, direction and garment objectives. Keep sample arrangements and test requirements open until the proposal is confirmed.
